What are the requirements for Section 8 Housing?

The subsidy standards used by the Housing Authority in determining the number of bedrooms each family is authorized is as follows. A bedroom is authorized for the head of household and spouse or partner. If there is no spouse or partner, the head of household is authorized one bedroom alone. For each two additional persons another bedroom is authorized. In the case of a family with an odd number of family members in addition to the head and spouse, an additional bedroom is authorized. This policy is in keeping with Federal Regulations that require the Housing Authority to designate standards that provide for the smallest number of bedrooms needed to house a family without overcrowding. This statute applies weather the applicant is going to apply for Section 8 online or in person at the housing authority. Please see the Code of Federal Regulations 24 Part 982.402 (1). Families that are moving or who have had a recent change in the family composition may have a change in the number of bedrooms that they are authorized on the Voucher. All families drawn from the waiting list will be issued Vouchers based on these subsidy standards. Families with Vouchers will be reviewed at annual re-examination time and the current voucher payment standards must be applied.

The family must inform SAHA of the birth, adoption or court-awarded custody of a child within 15 days. The family must request housing authority approval to add any other family member as an occupant of the unit. Failure to report changes can result in retroactive rent increases or lease terminations. The process to complete a low income housing application can be arduous, but beneficial in the end.

What is section 8 housing?

Congress established the Section 8 Rental Assistance Program in 1974. Although not an entitlement, the Section 8 Housing Choice Voucher Program is the federal government’s principal housing assistance program. The program assists low-income families, the elderly, and the disabled to rent affordable, safe and sanitary housing. Initially, applicants pay up to 40 percent of their adjusted monthly income toward rent and utilities. The Housing Authority pays the balance of the rent, up to a regulated maximum amount.

Program participants find their own rental housing. The dwelling may be a single-family house, townhouse, condominium, apartment, duplex, triplex, complex, and so on. The dwelling must meet program requirements for health, safety and rent. The Housing Authority of Utah County assists with rent in Utah County, outside of Provo. Eligibility & Application


Eligible individuals and families apply for the program at the Housing Authority of Utah County, 240 East Center Street in Provo, Utah. Complete a pre-application and submit photo identification and Social Security Card for the head of household to get on the waiting list. All adults in the household must sign the pre-application and associated forms. Waiting time depends on program funding from the United States Department of Housing and Urban Development and the number of families currently utilizing the program. The wait may be as short as a couple of months to more than a year.

When a voucher becomes available, the PHA will request the applicant to update household and income information before completing a HUD application. They require income verifications for everyone in the household. They will also require birth certificates and social security cards for everyone in the household.

The tenant’s portion of the rent and utility allowance, after applying the Section 8 rental assistance subsidy, cannot exceed 40 percent of his or her adjusted monthly income.

What is low income housing?

There are certain eligibility requirements that place limitations on who is able to complete a low income housing application and live in low-income housing.
Income Limits

In order to qualify for low-income housing, you have to make less than a certain limit set by your local government. If you want to apply for Food Stamps online, you must do so at a separate office. The limit varies from area to area. For instance, a family of five in Gainesville, Florida, earning $53,000 or less, is considered low income, while a family of five in Putnam County, Florida, earning less than $40,800 is classified as low-income. You don’t have to be completely unemployed to qualify. Additionally, you don’t have to have a full-time job to be eligible. How can I get an application for section 8?

One goal of the HCV Program is to enable eligible households to rent or purchase decent, safe and sanitary housing in the private housing market. After a voucher is issued it remains with the family or individual as long as they remain eligible, even if they change residence. Any low income U. S. citizen can apply for Section 8. The dollar amount of HCV Program Housing Assistance Payments will vary depending on the income of the family or individual and the approved rent/mortgage for the unit.

Another facet of the HCV Program is the home ownership option available to current participating families. The voucher assistance is available and being used by current participants, who meet the home ownership eligibility requirements, toward mortgage payments to purchase a home. The HCR local administrators have programs to empower interested families with readiness for and assistance with home ownership.

Families interested in applying for the HCV Program must obtain an application from the local Public Housing Authority (PHA). In New York City, HCR operates the HCV Program through its Subsidy Services Bureau.

The New York City Housing Authority (NYCHA) and the New York City Department of Housing Preservation and Development (HPD) also operate HCV Programs in New York City. HCR's Statewide HCV Program administers the HCV Program in other areas of NYS via a network of Local Administrators. In Westchester County, HCR also operates a model housing counseling and mobility program through the Enhanced Section 8 Outreach Program (ESOP). The voucher certifies that the applicant is eligible for the HCV Program and also specifies, based on the number or people in the family, the size of the unit the family is authorized for. In order to apply for most Leased Housing/Section 8 Rental Assistance programs, applicants must qualify for Priority One status.

Review the Section 8/Leased Housing priorities and preferences, and/or the Public Housing priorities and preferences to determine which might apply to your situation. You will be required to verify these priority and preference statuses.

Step 5: Confirmation of Preliminary Eligibility - Apply for Section 8 Free

Your application will be processed within 12 weeks of submitting it to BHA. You will receive a preliminary eligibility letter stating the waiting lists on which your household has been placed. This letter will also list the priorities and preferences which you claimed, and your unique client number.

Step 6: Final Eligibility Screening

When you reach this step (referred to as “screening” or “determination of final eligibility” by BHA), BHA will mail you a letter with an interview date and time. You are required to bring the completed and signed forms to the interview which will be reviewed by the assigned BHA staff with the applicant.

Step 7: Receiving a Housing Offer

Public Housing: Once an appropriate Public Housing Application is available, you will receive a written housing offer with a response deadline by which you must accept or reject the offer. You will have the opportunity to view the apartment and meet the site staff prior to accepting an offer.

Project-Based or Moderate Rehabilitation: When you receive an offer for the Project-Based Voucher or Moderate Rehabilitation programs, you will be required to contact the owner or manager to participate in their screening process. If you fail to respond to the owner or manager to schedule their screening interview, or to complete the owner’s screening process, or you reject the housing offer, your application will be withdrawn from all Project-Based and Moderate Rehabilitation waiting lists.

Tenant-Based Voucher Programs (currently closed): When you receive a housing voucher, you attend a briefing on using the voucher and finding an apartment. You have 120 days to locate suitable housing. When you find a unit and reach an agreement with the landlord over the lease terms, BHA will inspect the apartment and determine if the rent requested is reasonable. Once BHA approves your apartment, you and the section 8 landlord sign a lease. At the same time, the landlord and BHA sign a housing assistance payments contract (HAP) that runs for the same term as the lease. If this process is not completed within 120 days of the voucher being issued to you, the voucher will expire.

Because Section 8 is private market assistance, it is your job to find suitable housing that is decent, safe and sanitary. After you have found a unit that meets these standards, and the landlord agrees to lease to your family under the Section 8 program, an HRA inspector will then make sure the unit meets all standards. Upon approval, the landlord and the HRA will enter into an agreement through which your monthly rent is supplemented by the HRA. You will be responsible for the difference between the total rent and the HRA payment.

Step 5: Move
After all the paperwork is completed, your rental assistance can begin. Typically, Section 8 agreements are signed for a 12-month period and continue on a month-to-month basis. HUD stands for; housing and urban development. Section 8 and HUD are two separate things. In order to apply for section 8 online, PHA's or housing authorities must be accepting applications. Most section 8 waiting lists are closed due to the high demand of the program and a limited amount of vouchers. This is the dilemma that potential subsidized housing tenants are face with.

While HUD places certain guidelines on their operations, in practice the authorities are independently-run, with their own boards, managers and somewhat differing rules and guidelines. A housing authority’s day-to-day operations are overseen by a CEO or executive director and the staff they choose. As a federal agency, tenants with issues can have the option of taking the issue to court.

Also, for many housing authorities, local governments do play some role in oversight through board appointments. An authority’s board is often appointed by a local official or combination of local governments (if it covers a wide area). HACA’s five-member board, for example, is appointed by the mayor of Asheville, but this type of relationship varies depending on the rules HUD approves for each authority. For example, in Henderson County, the Hendersonville Housing Authority oversees the area’s public housing while the nonprofit Western Carolina Community Alliance manages Section 8 vouchers in the same county.

While they have board authority over the developments they own and manage, as well as the vouchers they administer for applicants that apply for section 8 online, housing authorities are also entirely or largely dependent on funds from HUD, so federal budget issues have an even larger impact than they do on local governments, who have their own tax revenue to turn to. The declining budget situation has, accordingly to multiple housing authority officials, led to major challenges that have left agencies throughout the country — and WNC — scrambling to adapt.

Under the Moving To Work Program, a portion of your monthly rent will be paid directly to your landlord. You may choose your own place to live. The unit you choose must meet housing quality standards, fair market rent limits, and the landlord must agree to also participate in the Program. In addition, the Moving To Work Program provides case management services and other supportive services to program participants. The Moving To Work Program has a five (5) year time limit.

Information about how to apply for section 8 in California: The City of San Mateo, has a Below Market Rate Rental Program that serves households whose incomes range from very low to moderate. Apartments are available at different income levels at various locations throughout San Mateo. They are individually owned and operated. However, the City provides a master waiting list for all of the BMR units. BMR unit sizes and design are substantially the same as market rate units in the same complex. Eligibility criteria varies for each development. A minimum income is required to apply. People that live or work in the City of San Mateo will get a priority placement on the list. The waiting list is now closed however.

The Housing Choice Voucher Program (HCV) - formerly known as the Section 8 Voucher Program, is a rental assistance program to help low and very low-income families, persons with disabilities and seniors so they can live in affordable, safe, and decent housing. Section 8 Housing Choice Voucher Program (HCVP)

HAPHousing provides Section 8 mobile vouchers to more than 3,400 low-income families throughout Hampden, Hampshire and Franklin Counties under a contract with the Massachusetts Department of Housing and Community Development that uses funds provided by the U.S. Department of Housing & Urban Development (HUD). Rental units must meet minimum standards of health and safety, and the rent must be reasonable in comparison to rents for similar, non-assisted units in the same neighborhood or community. Rental assistance is paid directly to the landlord; the amount is determined based on the family’s income. The family pays the difference between the actual rent charged by the landlord and the Section 8 rental assistance.

Note: Once an applicant have completed a section 8 application online, they can usually check their status from the PHA's application portal.

PLEASE NOTE: Currently all the vouchers allocated to HAPHousing are in use, and we are not issuing any new vouchers. If and when vouchers become available, we will begin selecting applicants who applied in 2002 from the waiting list. You may still apply for Section 8 housing, but you should understand that the approval process is long.

Participants in HAPHousing’s Section 8 Housing Choice Voucher Program can enroll in the Family Self-Sufficiency Program (FSS), a supportive program designed to assist you in becoming financially self-sufficient. This means that you will no longer need to rely on public assistance, such as TAFDC, SSI, Unemployment, etc. FSS can help you set goals and bring direction into your life through planning, support, and encouragement.

Rental Assistance for Housing Rehabilitation

The Section 8 Moderate Rehabilitation Program (Mod Rehab) is a HUD-funded rental assistance program that provides project-based assistance to eligible tenants living in units under contract with the program. The program was established to provide affordable housing resources and improve the housing stock by requiring that the property owner complete a specified level of building rehabilitation before entering into a Moderate Rehabilitation Housing Assistance Payments Contract for the rehabilitated units. As an incentive, owners could receive rents up to 20% higher than the HUD Fair Market Rents based on a formula that considered the debt service, amenities, management and maintenance costs, etc. With the exception of the Stewart B. McKinney Section 8 Moderate Rehabilitation Single Room Occupancy Program for Homeless Individuals (McKinney Mod rehab SRO), there has been no new allocation of Mod Rehab funding since 1989. Congress has authorized one-year renewals of expiring HAPHousing contracts in each of the years since the first expirations began in 1996. PLEASE NOTE: Although the statewide HUD funded waiting list is long, you may apply for Section 8 assistance if you believe that you are eligible. Eligibility is primarily based on household income; you must also meet other program requirements.

Am I eligible for a Section 8 voucher?

Eligibility is based on total annual gross income and family size. Also, it is limited to U. S. citizens and specified categories of non-citizens who have eligible immigration status. What is a CORI?

A CORI is a check through the Criminal Offender Record Information system. A CORI lets HAPHousing know if there are any arrests or convictions for drug-related or violent criminal activity. Such activity may make you ineligible to participate in the Section 8 Housing Choice Voucher Program. Any drug-related or violent criminal activity in the prior three years would be questioned. An internal review would be conducted to determine eligibility.

How can I apply when I find a Section 8 application online?

To receive a voucher, you must complete the Section 8 pre-application and bring or mail it to a HAPHousing office. Incomplete, photocopied, emailed or faxed applications will not be accepted. HAPHousing is not responsible for material that is illegible or missing as a result of transmitting by Fax or Email or lost/delayed through the mail.

Across the United States, the Section 8 Housing Choice Voucher program has helped more than 1.7 million low-income families afford decent housing in the private rental market. The Housing Authority of the County of Los Angeles provides rental assistance to over 20,000 of these families in the jurisdiction of Los Angeles County. The Section 8 application for this Program is funded by the U.S. Department of Housing and Urban Development (HUD). The program assists eligible families affordable, safe, decent, high-quality rental housing. Participants rent housing from private landlords and pay a portion of their income towards rent. The Housing Authority subsidizes the difference in monthly payments directly to the owner. Owners, participants and the Housing Authority work together to make this three-way-partnership a success.

The Section 8 Housing Assistance Program provides a federally funded housing-assistance payment ("Section 8 voucher") to eligible families and individuals. Rather than being provided with a specific unit at a subsidized housing site, Section 8 participant-tenants are free to use their voucher to locate and contract for housing from a network of participating landlords throughout the Los Angeles area.

Section 8 Landlord Tips

While there can be a lot of paperwork initially (and inspections, back and forth with case workers, etc.), that involves filling out something like a Section 8 landlord application. Getting into this program, however, can end up benefiting you as much as your tenants.

In the property management industry, Section 8 housing assistance is often looked upon with a jaded eye. Many property managers look at the program and see only the problems: too much paperwork, too much government involvement, low-quality tenants, and a host of legal issues and expenses. While there can be a lot of paperwork initially (and inspections, back and forth with caseworkers, etc.), becoming a successful Section 8 landlord can be a positive thing for the community. Potential tenants are everywhere. You simply need to find someone that has completed a section 8 application and has received a voucher.

What is Section 8?

Section 8 housing authorizes rental assistance on behalf of more than 4 million low-income households throughout the United States. In addition to providing affordable housing to a number of communities around the country, the programs also incentivize landlords who are willing to work with local housing authorities.

So, why are people hesitant to get involved in affordable housing management? A common misconception about Section 8 is that it’s a “free ride” for participants. The truth is, tenants that have completed a section 8 application are required to pay rent equal to 30% of their income, and the federal money allocated for the Program pays the balance directly to the landlord or property manager. The federal portion of the payment is limited by fair market rent guidelines set by the U.S. Department of Housing and Urban Development. Guidelines are based on geographic area, unit size, and how utility payments are split between landlord and tenant. Additionally, there is no time limit for participation—a family can participate in the program as long as they have a need.

What are all of the available assistance programs?

The largest of the various assistance programs is called The Housing Choice Voucher program, and can be tenant-based or project-based.
Project-based vouchers apply to specific apartment communities that work with the local public housing authorities (PHAs). Many of these types of programs have fallen by the wayside due to a less-than-admirable history of housing projects in the U.S.—for example Chicago’s Cabrini-Green or New York City’s Queensbridge Houses. Project-based housing hasn’t completely disappeared though, there are still many apartment communities that accept both voucher recipients and full-market-rate tenants. The benefits of going this route are that voucher recipients are not forced into “the projects,” and landlords have a pool of pre-screened applicants to choose from. And, managers and owners can still provide safe, affordable housing to tenants looking to rent at full-market rate. Tenant-based vouchers allow tenants to choose any privately rented unit, as long as the landlord participates in the Section 8 Program. Voucher recipients see the most significant benefits from this program, as they have a greater freedom of choice in housing.
